what do you mean not legendaries, it has a title and has the ability to shapeshift(ditto can do that, seriously be original) and the only non-legendary which is event only is pikachu so i'd say

I agree, many people thought lucario would be legendary, and there have been many (well, several) non legendary event pokemon. Pichu, Pikachu, Lucario I believe, and i think a few others.

I thought you said you got Emerald?
Also if any of the Pokemon regions were put to scale they'd be tiny. People just fly on pokemon or walk/run/cycle.
